Manchester City Council – SHDF ASHP-Led Retrofit

We have been appointed principal contractor for Manchester City Council’s largest SHDF-funded retrofit programme of its type. An initial 220-property phase was extended through phases 2 and 3 to over 500 social homes – an ASHP-led whole-house retrofit delivered at scale to PAS 2030 and PAS 2035

Core works included Daikin ASHPs installed alongside cavity wall insulation, loft insulation, ventilation, fascias, soffits and rainwater goods – all to manufacturer instructions under PAS 2030. Every property began with a Pre-Installation Survey and a full PAS 2035 suitability inspection to identify building defects before works started.

We held the Retrofit Designer role, working alongside the client-appointed Retrofit Assessors and Coordinators. Certified commissioning engineers completed handovers through detailed resident demonstrations, using bespoke material

Outcomes:

  • Every completed property is now EPC C rated.
  • Residents report monthly bill reductions of up to £200.
  • RPS engagement materials have since supported GMCA campaigns promoting ASHP uptake in the Able to Pay market, through RPS’s roles on GM’s Low Carbon Heating Group and GMCA’s Retrofit Taskforce.

We have a great client relationship with Manchester City Council across a range of projects, including an award-winning GSHP scheme. On this programme RPS scored 9/10 for quality of service, on-time / on-budget delivery, and KPIs / customer satisfaction;

and 10/10 for responding to urgent works at short notice and for achieving cost avoidance without compromising quality.

How would you describe the overall quality and reliability of the service we provided?

We have worked with RPS over many years installing hundreds of ASHPs and GSHPs. Their no-fuss approach makes the installation process as streamlined as possible. They have been reliable partners on renewable installations.

What was your experience of working with our on-site teams day to day?

RPS have had good and proactive site teams across the projects they have delivered with us. This lends itself to providing good on-site services for residents and minimal complaints.

Were there any technically complex aspects of the work, and how did we handle them?

Many of the projects delivered with RPS have been technically difficult, and also via externally funded avenues – the latter adding a further layer of complexity and hard targets. RPS has been an integral part of the teams delivering these projects successfully.

Would you work with us again, and would you recommend us to others?

We would have no hesitation in working with RPS on future projects – we are currently working across two projects at this time.
